Q1: What is User-Based Licensing (UBL), and why is this transition happening?

We are transitioning to a new user-based licensing model (UBL) to leverage modern technology, simplify installation, and reduce license technology friction. This means we are moving away from floating licenses (FL) and migrating universities to the new UBL model.

Q2: How are new donation requests processed under UBL?

All new donation requests are issued UBL licenses.

Q3: What are the options for existing and renewing donations?

  • Immediate UBL upgrade: Universities can migrate to UBL immediately.
  • Grace period: Existing FLs can be extended until January 2026, plus universities will receive 5 UBL licenses for testing in academic environments.
  • Mandatory transition: After January 2026, all institutions must fully migrate to UBL.

Q4: What information is required for future donation requests or renewals?

When submitting a donation request or renewal, specify the exact number of users for whom you need licenses. We may be able to generate additional licenses if required to cover any increase in student numbers.

Q5: What are the key benefits of UBL?

The UBL model offers multiple advantages, including:

  • Optimized performance: Eliminates network latency for seamless academic projects.
  • Unlimited parallel use: Each UBL supports multiple concurrent instances of development tools.
  • Simplified deployment: UBL licenses can be packaged in containers for cloud-hosted workflows.
  • Flexibility: Use UBL anywhere, without requiring constant network access.
  • Unified licensing model: All tools consume licenses the same way, streamlining management.

Q6: Where can I find additional information about UBL?

Additional information about UBL, including migration and installation guides, can be found at: https://developer.arm.com/ubl.

Q7: What actions do I need to take?

When completing the software request form, provide the following information:

  • Are you requesting a new donation request or renewing an existing donation.
  • Whether you want to migrate to UBL immediately. If so, let us know the number of licenses you require and for which courses.
  • Whether you’d like to take advantage of the grace period until January 2026 for the existing FLs, with the option to take an additional 5 UBL for testing.
